I dont know of any 12V pumps but you can use a 12v - 240V Inverter to convert the 12V power to 240V...then you can use any normal pump.

I currently use a 0,75kW pool pumps which has now been running for approx 6 years. Can I replace it with a 0,45kW and would it make that much difference to my electricity bill? I have a up down filter (don't know the correct terminology)

I have never liked submersible pumps because you constantly have to clean them. Super Pumps sells a submersible that can pump solids, has anyone used one of these pumps? They are apparently cheaper to run.

Do you have a sand filter? If not, then you can go for a 0.45kw. I use 2 x 0.45kw pumps. They give roughly 15 000 liters / hour. If you pump is below water level then you can go for a boyu or waterfall type pump that does a simular amount of water turn over for half the cost in power.
